Enhancements

The Communications service has been refactored to use MailKit for sending email via SMTP service, as recommended by Microsoft.
The Communications service has been enhanced to place all outgoing email in a durable queue so the service will continue sending all pending emails in the case of service restart.
The outgoing email queue is now monitored and an alert is raised if the queue is over the configured threshold.
Enhanced user sync process to send email notification for new users
Enhanced the /api/DataSync/GetUserMappingRequests API to support user change detection
